Zentrale Erkenntnisse

Key Findings
Retirement Provision and the Pension Gap in Germany 2026
Germany’s statutory pension is in better shape than the debate suggests — and worse than the aggregates show. Pensions rose by 4.24 percent on 1 July 2026, and the replacement level before tax stands at 48.0 percent, guaranteed by law until 2031. Anyone who has contributed for 45 years at the median wage reaches around €1,992 gross; the resulting income gap is roughly €280, not €900. The problem lies with everyone who does not have 45 years: the at-risk-of-poverty rate among over-65s has risen to 19.5 percent, the gender pension gap stands at 36.0 percent, and 764,065 people above pension age received basic income support in December 2025 — a record high.
- €42.52 Pension point value from 1 July 2026 (uniform nationwide) — up 4.24%; standard pension after 45 contribution years: €1,913.40 gross
- 48.0% Replacement level before tax — guaranteed by law until 2031 (Pension Package 2025, in force since 1 Jan 2026); projection for 2039: 46.3% at a 21.2% contribution rate
- €279 Pension gap for a median earner with 45 contribution years at a 70% income target — €473 at 40 years, €861 at 30 years
- 19.5% At-risk-of-poverty rate among over-65s in 2025 (Destatis, EU-SILC) — women 21.3%, men 17.3%; the 2022 figure was 18.3%
- 36.0% Gender pension gap on own retirement income — 40.8% in western Germany, 13.2% in the east; 24.2% including survivor benefits
- 61% of women with at least 40 insurance years fall below the at-risk-of-poverty threshold of €1,446 — against 27.8% of men (Bundestag doc. 21/7204)
- 764,065 recipients of basic income support above pension age in December 2025 — a record high (+3.4%); DIW estimates non-take-up at around 60%
- 38% of employees subject to social insurance have neither an occupational nor a Riester pension — rising to 55% among those earning below €1,500 gross
- €540 maximum basic subsidy under the new state-backed pension account from 1 Jan 2027 (promulgated 29 May 2026) — plus €300 per child and a €200 starter bonus
- MyWage EWA data shows the strongest earned-wage-access demand in the 25–45 age group — precisely the window with the greatest compounding effect for retirement saving
Assessment
The 48 percent floor is a deadline, not a state of affairs. Anyone under 50 today is planning for a system that starts in 2032 — and nobody can say what it will look like. What we do know precisely: old-age poverty is not driven by the replacement level but by gaps in working biographies. Our platform data shows liquidity pressure at exactly the life stage where saving would matter most.

Methodology
MyWage Research draws on official primary sources: the 2026 Pension Value Ordinance, the 2025 Pension Insurance Report (Bundestag doc. 21/3080), Destatis EU-SILC 2025 and social assistance statistics, the BMAS Riester statistics (as at 7 May 2026), the Federal Ministry of Finance payout statistics, the 2024 Old-Age Security Report and Bundestag doc. 21/7204 of 17 July 2026. Pension calculations use a pension point value of €42.52 and the provisional 2026 average earnings figure of €51,944; net working income follows section 32a of the Income Tax Act 2026. Own calculations are labelled as such, as are projections and legislative proposals that are not yet law. Official data is complemented by aggregated, anonymised platform data on Earned Wage Access (EWA). No individual-level data is used.
