Press Release — For Immediate Release
Germany's private financial assets reached a new all-time high of 9,504 billion euros in Q4 2025. At the same time, 27 percent of households have no meaningful financial reserves. Both figures are correct — and they describe the same divided reality.
The savings rate of private households stood at 10.3 percent in the first half of 2025, returning to the long-term pre-pandemic average (Destatis VGR). During the pandemic years 2020 and 2021, it had risen to an average of 15.1 percent as consumption was simply not possible. Behind the aggregate lies a fundamental inequality: for households in the lowest income quintile, the individual savings rate is frequently zero or negative.
Financial wealth is highly concentrated. According to the PHF 2023 survey of the Deutsche Bundesbank, the top decile holds 54 percent of total net wealth — while the bottom half of the population holds less than 4 percent combined. Germany thus ranks among the countries with the highest wealth concentration in the eurozone. A key driver is the homeownership rate of just 49 percent (Mikrozensus 2022) — the lowest in the EU — which excludes a large share of the middle class from the most important wealth-building mechanism.
The expenditure structure exacerbates the problem. According to the 2023 Income and Expenditure Survey (EVS), housing and energy already account for 38 percent of the average household budget — two percentage points more than in 2018. For households in the lowest income quintile, this share reaches up to 50 percent. With average consumption expenditure of €3,030 per month (EVS 2023, +12.2% nominal vs. 2018), there is barely any real room for saving in the lower income third. MyWage platform data on Earned Wage Access shows elevated uptake shortly before the end of the month — a real-time leading indicator of insufficient household liquidity.
"Germany's savings paradox is real: a record aggregate wealth and 27 percent of households without reserves are not contradictory — they describe the same reality. The aggregate of 9.5 trillion euros conceals extreme concentration: the top decile holds 54 percent, the bottom half less than 4 percent. A household spending 38 percent of its budget on rent in one of Germany's most expensive cities simply has no savings capacity. Our EWA data makes these liquidity shortfalls visible in real time — long before they appear in official statistics."
