Press Release — For Immediate Release
New tenants pay far more than existing ones: listed re-lettings cost €11.11 per square metre nationwide in 2025, about 43 percent above existing rents (BBSR). Listing rents for existing apartments reach €20.12 in Munich and €13.18 in Berlin (ImmoScout24, Q2 2026), while the average net rent for existing tenancies is €7.28 (Census 2022). Housing is the single strongest lever for financial instability.
11.2 percent of the population live in households whose housing costs exceed 40 percent of disposable income — the EU threshold for housing cost overburden (EU-SILC 2025). Tenant households spend on average 27.9 percent of net income on gross cold rent (Microcensus 2022). According to MyWage platform data, the median for net incomes below €2,000 is 42 percent.
The cause of ongoing pressure: sharply higher construction costs (materials +35–50% since 2020), high mortgage rates (2022–2024: 3.5–4.5%) and a skilled-labour shortage are slowing housing construction. The homeownership rate stands at 47.2 percent — the lowest in the EU against an EU average of 68 percent (2024).
Housing completions have collapsed: only 206,600 homes were completed in 2025 — the lowest since 2012 — while 760,700 approved units remain unbuilt. MyWage data shows: in regions with high rental burden, demand for budgeting and credit tools is significantly higher.
“Housing has become a luxury in Germany. Someone under 35 renting in a major city spends an average of more than a third of their net income on bare rent alone. That is the single biggest lever for financial instability — and at the same time the area where the state is most needed.”
